The myth has long-since passed that cloud computing is cheaper. With true "cloud", you are required to build out your entire virtual infrastructure. Networks, gateways, VPN end-points, servers, custom storage containers, custom functions, pipelines… all of it requires work to plumb together, work to maintain, costs to minimise and events to monitor.
While there is flexibility, there is also equivalent or greater cost; cost, ultimately, that doesn't result in the acquiring and full utilisation of any asset. In cloud, your rent the house, not own the house, and the landlord's opinions and judgements are final.
